rseroter QuinnyPig jmckenty googlecloud My guess: the regions listed at the bottom have way more provisioned capacity than the others, so if your project demands a lot of build capacity, you might be asked to move so that we can accommodate? I agree it's confusing and should be addressed via regional API quota instead.
